At the request of the SQI, Air-conseil environnement was asked for a mandate to update the asbestos registers. The SQI already had these registers, but they had to be up to date because the 2-year deadline had already passed.
Regulatory Overview
Since June 6, 2013, the CNESST has implemented a mandatory asbestos register for the safe management of asbestos. This register is used to identify, locate and verify the various materials. Indeed, it is used to keep an inventory of the work that is done to either decontaminate or repair problematic materials. Thus, all information regarding these materials is disclosed and accessible.
This register must contain at least the following information:
- The date of inspection of the premises and/or materials
- Location and condition of thermal insulation
- The location and condition of the flocking
- Where possible, the type of asbestos
- When required, the date and description of all work or actions carried out
The register, which must be updated every two years, must remain the property of the owner or tenants of the premises. So, in the event of a move, you have to make sure to transfer information.
It is important to know that it is not only the employers, but also the owners of the premises who are responsible for all materials, equipment and products on site.
As with each mandate of this type, it is very important to familiarize yourself with the registers already established and to fully understand the scope of the inspection that will lead to the updating of the documents.
A total of 16 buildings had been inspected. They were, for the most part, courts of justice, office towers as well as various buildings occupied by the Ministry of Transport.
The inspections, spread over 3 months, went as planned. Photos had been taken in each building to document the registers. Recommendations had been made in the registers. All in accordance with the requirements of the CNESST.
